Yvette Graffie-Cooper is seen wearing only a bra and underwear as a therapist uses a massage device on her body, the outlet says.
"As soon as the City became aware of the video, the director began an administrative investigation," a city spokesperson said. "As this is a personnel matter, the City reserves comment at this time."
The video, which has since been removed from Instagram, was apparently taken last February unbeknownst to Graffie-Cooper in a conference room of Trenton's health department office.
“Sexual misconduct, sexual harassment, harassment, and retaliation are illegal. Those treatments of the employees of the City of Trenton will not be tolerated in the workplace and zero-tolerance laws will apply," said West Ward City Councilwoman Robin Vaughn.
"Trentonians want all employees of our city to know that they can work with security and dignity, and are not required to endure insulting, degrading, or exploitative treatment.
" And we will demand that those government officials, elected and appointed, representing us at the highest levels of federal, state, county, and local government whose duties are to enforce those laws do so."
